Important HIPAA Update
One of Medicaid’s contract changes which is mirrored in all
our Maternity Care Program subcontractor contracts is the requirement of a HIPAA
Business Associate Agreement. In the near future, all DCHP subcontractors who do
not have a Business Associate Agreement on file at the Gift of Life
Administrative office will be asked to sign a copy for our files. Even though
the extent of business with our providers is for “payment, treatment, and
healthcare operations,” the agreement is necessary for Medicaid compliance.

In 2005 Social Security Legislation was
introduced and in 2006 a new state law was passed that says Social Security
Numbers cannot be used on any document for public inspection. In January
2007, the Alabama Medicaid Agency issued new identification numbers for all
people on Medicaid. Since the Alabama Medicaid Recipient ID number was based on
the Social Security Number, all current ID's have been converted to a new
number. The new Medicaid Card will be identical to the previous card except the
13-digit number will start with a "5" instead of a "0" and
will not contain the Social Security Number.
According to Medicaid, approximately 630,000 new
Medicaid cards will be issued over the next few weeks. Unborn babies and people
who are on Medicaid in the nursing home, will get a letter with the new Medicaid
number instead of a card. Approximately 100,000 individuals will receive letters
with a new ID number. The old ID number will eventually be phased out, therefore
it is important that providers begin updating their records as recipients
present their cards.
Maternity Care Program Care Coordinators can
assist in this process by advising recipients to present their new card to their
medical providers and discuss the importance of keeping their letter with the
new Medicaid Number in a safe place for future reference.
